Short answer: no. Kosovo is consistently one of the least expensive countries in Europe for visitors, and Prishtina is a city where a good day out costs less than a single restaurant meal in Western Europe. Here is a realistic picture of what you will spend. Treat every figure as a guide rather than a quote, since prices move and vary by neighbourhood.
The currency question
Kosovo uses the euro. It is not a member of the European Union or formally part of the eurozone, but the euro is the currency in daily use, so there is nothing to exchange if you are arriving from a euro country.
Cards are widely accepted in central Prishtina, but smaller cafes, market stalls and rural restaurants often prefer cash. ATMs are easy to find. If a machine offers to charge you in your home currency, decline it and pay in euro, since the built-in conversion rate is almost always worse.
Coffee and eating out
Coffee is central to life here and priced accordingly. A macchiato in a good Prishtina cafe usually lands somewhere around one to one and a half euros, and nobody will rush you out of your seat afterwards.
A meal at a local restaurant typically runs from five to ten euros a head. Grilled meat, burek, flija and pite are the everyday staples and sit at the lower end. A sit-down dinner with drinks at a smarter place in the centre is still unlikely to trouble twenty five euros per person.

Getting around

The airport is the one bigger expense. A licensed taxi from Prishtina International Airport into the city is typically in the region of 25 to 35 euros. Intercity buses are the bargain of the country: Prizren or Peja for a few euros each way.
Where the money actually goes
For most visitors the largest line item is accommodation, simply because everything else is so cheap. Even then, Prishtina compares well with any European capital, and a central boutique room here costs what a bland chain room costs elsewhere.
The second biggest is day trips, mostly through car hire or a hired driver for the mountains. Public buses keep this down if you are willing to work around the timetable.
